The National Energy Administration recently issued the”Guiding Opinions on Energy Work in 2025″(hereinafter referred to as the”Guiding Opinions”),which proposes that by 2025,the total installed capacity of power generation in China will reach over 3.6 billion kilowatts,the newly added installed capacity of new energy generation will be over 200 million kilowatts,and the installed capacity of pumped storage will be promoted to over 62 million kilowatts;The proportion of non fossil energy installed capacity has increased to around 60%,and the proportion of non fossil energy in total energy consumption has increased to around 20%.Data shows that by the end of 2024,the total installed capacity of power generation in China was 3.35 billion kilowatts,with non fossil energy power generation accounting for 58.2%of the total installed capacity.
The Guiding Opinions also propose that by 2025,coal production will be stable and increased,crude oil production will remain above 200 million tons,natural gas production will continue to grow rapidly,and the scale of oil and gas reserves will continue to increase.
The relevant person in charge of the National Energy Administration introduced that currently,China’s energy development is facing some risks and challenges,the international situation is complex and severe,the oil and gas extraction rate is still high,the rapid growth of new energy puts higher requirements on system consumption,the key technology and equipment research and development of energy still need to be strengthened,and the reform of energy system and mechanism needs to be promoted in depth.
In response,the”Guiding Opinions”put forward 21 annual key tasks,including strengthening the foundation of energy security,enhancing regional energy coordination and security capabilities,and strengthening the management and control of major energy security risks,to vigorously enhance energy security and security capabilities;We will actively and steadily promote the green and low-carbon transformation of energy from three aspects:maintaining a good development trend of non fossil energy,coordinating the construction of new power systems,and continuously deepening the transformation of energy development and utilization methods.
This year,China will continue to deepen the transformation of energy development and utilization methods.We will vigorously implement renewable energy substitution actions in key areas such as industry,transportation,construction,and data centers,actively support the construction of zero carbon parks and the integration of photovoltaic buildings,and better promote the on-site consumption of new energy.Expand the application of renewable energy sources such as geothermal energy,biomass energy,and solar energy for heating.Deeply implement the integrated development of oil and gas and new energy,and accelerate the development of carbon dioxide oil displacement and storage based on key oil and gas production areas.Continuously promote the”three reforms and linkage”of coal-fired power and the elimination of outdated production capacity.
The policies and measures for the consumption and regulation of new energy will also be further improved.The Guiding Opinions propose to innovate the pricing mechanism and consumption mode of new energy this year,promote the full participation of new energy in the market,and achieve the transformation of new energy from guaranteed acquisition to market-oriented consumption.Research and formulate policies and measures for direct connection of green power.
